The Story

FosterReady has emerged as a pioneering force in transforming foster care education across the United States. By 2023, they had established themselves as the premier provider of foster parent training, serving 5,000 parents annually. With 400,000+ children in the US foster care system and foster parent turnover rates reaching 35% annually, the stakes for quality training had never been higher. Recognizing the evolving needs of modern foster families, FosterReady embarked on an ambitious curriculum redesign in 2022. This represented the first significant overhaul of their training approach since the 90's, incorporating trauma-informed care principles, advanced behavioral health concepts, diversity, equity and inclusion and contemporary family dynamics. The new curriculum promised to revolutionize foster parent preparation through innovative learning methodologies and comprehensive content modules.

However, the organization soon discovered that curriculum excellence alone wouldn't drive the desired transformation. Despite the sophisticated new materials, instructor readiness varied significantly, and implementation challenges emerged across their network. Trainers reported difficulties maintaining consistency, while partners expressed concerns about scaling capacity. Additionally, several high-profile cases highlighting racial disparities in foster care outcomes intensified scrutiny of DEI integration in foster parent training programs. As additional state-run organizations actively sought FosterReady's programs, which represented a potential 133% growth in reach, the organization faced a critical juncture. They needed to rapidly optimize their implementation approach while maintaining their gold-standard reputation in foster care education. This confluence of challenges led them to seek external expertise in bridging the gap between their ambitious curriculum vision and practical, scalable execution.

The Challenge

Following an ambitious curriculum redesign initiative, FosterReady faced a critical inflection point. While the new curriculum represented cutting-edge foster care education theory, our diagnostic revealed fundamental gaps between its sophisticated design and real-world implementation capabilities. The organization needed to bridge three interrelated challenges that threatened both current operations and future growth.

  • Inconsistent Training Delivery: Trainer subjectivity and a lack of accountability led to varied training experiences.
  • Curriculum Gaps: Missing elements in trauma-informed care, diversity, equity, inclusion (DEI), and neuroscience left critical areas of child development underexplored.
  • Scalability Issues: A lack of Master Trainers and limited resources hindered the ability to expand the program’s reach to more foster families.
  • Outdated Content: The existing curriculum did not sufficiently address the increasing number of older youth entering foster care, nor did it reflect current trends and best practices in the field.
  • Cultural Competence: The program lacked deep cultural and gender identity training, which is vital given the growing diversity of children in the foster care system.

FosterReady needed a comprehensive strategy to address these issues, improve its curriculum, and scale the program effectively. These challenges created a self-reinforcing cycle where improvements in any single dimension were consistently undermined by deficiencies in the others. The strategic imperative was clear: transform the operating model to match the sophistication of the new curriculum while building scalable infrastructure for national expansion. Success would require precise orchestration of content enhancement, delivery optimization, and capability building—all while maintaining the organization's position as the gold standard in foster parent education.

Our Approach

To help FosterReady overcome these challenges, we employed a multi-faceted approach combining observation, comparative analysis, and curriculum mapping.

Our process involved:

Curriculum Evaluation: We conducted a detailed review of the existing curriculum and compared it with best practices in the field of foster care training. This included analyzing gaps in content related to trauma, neuroscience, DEI, and the needs of older youth.

Trainer & Stakeholder Feedback: We facilitated interviews with trainers, foster parents, and administrators to gather qualitative insights into the program's strengths and weaknesses. This feedback helped us identify key areas for improvement and ensure alignment with the needs of caregivers and children in foster care.

Development of Enhanced Training Modules: Based on our findings, we proposed new training modules that included:

  • Trauma-Informed Care: Expanded content on trauma-induced brain development and the long-term effects of childhood trauma.
  • Cultural Competency: More inclusive training on understanding diverse family structures, racial, and gender identities within the foster care system.
  • Older Youth Training: A specific module focused on the unique needs of older youth in foster care, including life skills, mental health, and educational support.
  • Trainer Expansion & Growth: We developed a strategic plan to scale the program by recruiting additional Master Trainers and enhancing trainer capacity through a “Train-the-Trainer” model, leadership development, and continuous professional growth.

Ongoing Evaluation & Feedback: We recommended the implementation of regular evaluations, 360-degree feedback for trainers, and systems to monitor the impact of the new curriculum.
